As indicated in the last update posted on our website in January of 2026, the hearing of the policy grievance, filed on March 29, 2019, took place in person in Ottawa on Thursday, September 12, 2024, before the Treasury Board Secretariat (TBS).

At the hearing, we agreed to extend the response deadline by 30 days, given the large amount of information that TBS would have to analyze. The initial deadline of October 28, 2024, was therefore extended to December 10, 2024. On December 5, 2024, at the request of the TBS, we agreed to extend the deadline to January 24, 2025. On January 23, 2025, the TBS indicated that additional work was required, and we agreed to extend the deadline to February 28, 2025.

At the end of January 2025, TBS asked the parties involved to meet to discuss a few items on the agenda. CEIU agreed to participate. On February 21, 2025, an initial meeting took place.

Since February 2025, CEIU has been waiting for feedback from ESDC, which needed more time to compile the information needed for the next meetings with CEIU. CEIU has been following up regularly.

Last June and July 2025, ESDC worked on preparing a file for TBS. This was submitted at the end of July. The TBS was to get back to ESDC by January 2026 at the latest. ESDC has received the requested information from the TBS.

EDSC was in the final stages of its internal procedures with a view to inviting CEIU shortly to discuss next steps. This meeting that would follow up on the one held on February 21, 2025.

An initial meeting took place on February 6, 2026. ESDC confirmed to CEIU its intention to resolve the issues related to the March 2019 policy grievance as well as the SMSM-1102 case. Both parties discussed the points raised by CEIU during the February 2025 meeting in order to reach an agreement. During another meeting held on March 25, 2026, a verbal agreement was reached. On March 30, 2026, the agreement was signed.

CEIU will publish a new update no later than April 30, 2026, which will include the details of the agreement in question.

It should be noted that this policy grievance concerns two different groups of employees following ESDC’s decisions of February 22, 2019:

  • Current incumbents (since September 13, 2018, or after that date) of pension and integrity-related operations who are affected by the new job description for the Program Services Officer (PM-01) position. Those who did not file a grievance. Although the employees in question have since received their salary adjustments, many of them have only received a portion of their retroactive payments.
  • Employees who did not file a grievance regarding the content of their PSDC job description between 2008 and September 13, 2018, who performed the duties of Program Services Officer (PM-01) duties within pension or integrity operations, and who left their position before September 13, 2018.
