CEIU represents workers at ESDC, IRCC, IRB, supporting you at work, protecting your rights, and advocating for fair and safe conditions. 

CEIU is a component of the Public Service Alliance of Canada (PSAC). Both are your union: PSAC is your bargaining agent; CEIU is your component.

PSAC negotiates your collective agreement, provides national legal and policy support, and leads major campaigns for nearly 240,000 members across Canada. 

CEIU focuses on your workplace realities, offers direct representation and training, and ensures your voice is heard at all levels. 

At CEIU, we:

  • Help shape and advance bargaining priorities with PSAC. 
  • Support members through workplace issues and grievances. 
  • Operate national committees on health and safety, human rights, equity, and other key priorities. 
  • Offer training and education to strengthen representation and leadership. 
  • Keep members informed through newsletters, bulletins, and direct communication.

  1. Complete your membership card at https://psacunion.ca/rand
    • Leave the PSAC ID blank if you don’t know it
    • Your employer is the Treasury Board
    • Make sure you use your personal email address!
  2. You will receive an email from signatures@psac-afpc.com to the email address you gave on the form. Make sure you check your junk mail! 
  3. The email will prompt you to sign your membership card and submit the signed card by email. 
  4. PSAC will send you a membership card to the address you provided.

CEIU is built on community, solidarity, and the shared strength of its members. Every voice matters—and the more members who get involved, the stronger we become. Whether you have a few minutes to spare or want to take on an active leadership role, there are many ways to participate and make a difference. 

How to Get Involved 

The best place to start is with your local. The local is the heart of CEIU—connecting members in their workplaces to the broader union community. Reach out to your local executive and let them know you want to learn more or get involved. 

You might begin by helping distribute information, attending a workplace meeting, or joining your first General Meeting (GM). GMs are a great opportunity to hear updates, ask questions, and vote for the people who represent your interests. You may also meet a National Union Representative or a National Vice-President, who can share updates on national initiatives and advocacy. 

As you learn more, you might consider becoming a steward—a trained representative who supports coworkers, answers questions, and helps resolve workplace concerns. CEIU provides ongoing training, mentorship, and resources to help stewards succeed.

Why Get Involved with the Union? 

Getting involved in CEIU is about building a stronger, fairer workplace for everyone. When members participate, the union becomes more effective at defending rights, improving working conditions, and shaping public service values.

How CEIU Removes Barriers to Participation 

We know that participation is not always easy. CEIU provides Family Care Provisions to help reduce barriers and make union involvement more accessible for all members. 

Family care support can include reimbursement for family care expenses while you attend union meetings, training, or events and childcare is often available onsite. These provisions help ensure that every member—regardless of caregiving responsibilities—can take part in the life of the union.

CEIU thrives when members get involved. Whether you attend one meeting, join a committee, or step into a leadership role, your participation makes a difference. 

Members of the Public Service Alliance of Canada are entitled to member benefits and discounts for different services.

In addition to the benefits available for all PSAC members, CEIU members are eligible for exclusive rates on home and auto insurance through The Personal.

Having a union makes your workplace safer, fairer, and stronger. Unionized workers earn more, have better benefits, and enjoy greater work-life balance. Your health, safety, and right to fair treatment are protected and enforced through collective strength. 

Unionized workers in Canada earn over $5 more per hour than non-unionized workers. Women in unions earn over $7 more per hour, and workers under 25 earn 27% more when covered by a collective agreement. 

What CEIU and PSAC Have Achieved

Why It Matters 

Unions like CEIU and PSAC helped establish many rights Canadians rely on today: the five-day workweek, minimum wage, medicare, pensions, parental leave, equal pay, and human rights protections. 

By standing together, CEIU members continue this legacy—defending fairness, improving workplaces, and strengthening public service for everyone. 

Union dues are how we, as CEIU members, support one another and build a stronger community together. Every member contributes a percentage of their pay so that all members benefit—from fair contracts and safe workplaces to effective advocacy and education. 

In Canada, the Rand Formula ensures that everyone in a unionized workplace contributes to the cost of representation. At CEIU, your dues are shared among three parts of your union: 

  • The Public Service Alliance of Canada (PSAC), which negotiates collective agreements and provides national representation. 
  • The Canada Employment and Immigration Union (CEIU), which supports members in ESDC, IRCC, and the IRB through advocacy, representation, and training. 
  • Your local, which provides hands-on support in your workplace. 

Dues are automatically deducted from each pay and distributed through PSAC to ensure your union stays active and accountable at every level. 

How Do Your Dues Work for You? 

Your dues fund the everyday work that protects and improves your job, including: 

  • Negotiating and enforcing collective agreements. 
  • Representing members in grievances and workplace disputes. 
  • Promoting health, safety, equity, and inclusion in the workplace. 
  • Meeting with senior management to resolve systemic issues. 
  • Advocating for better public services and fair treatment for all workers. 
  • Supporting education and leadership development opportunities for members. 

As a member in good standing, you also have a direct say in your union’s direction and priorities through meetings, votes, and elections. 

Every dollar helps build safer, fairer, and more inclusive workplaces for everyone—and dues are tax deductible. 

Rands are employees who pay union dues but have not yet signed their membership card. Even if you have not formally joined, you are still represented by CEIU and benefit from the protections of your collective agreement—including fair wages, safer workplaces, and access to representation. 

By signing your union card, you become a member in good standing, with the full right to vote, participate in meetings, and help shape CEIU’s direction. Joining is a simple way to strengthen our collective voice and show solidarity with your coworkers.

Why “Rand”? 

The term “Rand” comes from the Rand Formula, established after a historic 1945 strike by Ford workers in Windsor, Ontario. Supreme Court Justice Ivan Rand ruled that all workers who benefit from a union’s work should contribute to its costs, even if they have not formally joined. 

This principle ensures fairness—everyone gains from the protections the union negotiates, and everyone contributes to maintaining those rights.

Keeping your information current helps CEIU and PSAC work together to represent you effectively and keep you informed every step of the way. 

At CEIU, we believe every member should have the opportunity to participate in their union. Whether you attend a meeting, represent coworkers, or take part in training, your time spent doing union work is protected under the Collective Agreement. 

Under Article 14 – Leave With or Without Pay for Alliance Business – employees are entitled to: 

  • Leave with pay to attend grievance meetings, arbitration, or consultations with management. 
  • Leave without pay for other union business, such as representing members or attending conventions. 
  • Leave with pay when acting as a witness or representative in proceedings related to the collective agreement. 
  • Leave with or without pay to participate in union education or conferences, with approval from both the union and the employer. 

These provisions mean you can take time away from your regular duties to participate in union work—without penalty or loss of job security—subject to operational requirements. 

We take the threat of reprisal very seriously. If you feel that you are facing reprisal for union involvement, reach out to your Regional Union Office right away.
