Service Canada – SMSM – PM-01 Grievance Process

At the beginning of November, PM-01s working at Service Canada received their revised SMSM generic job description (GWD). Many of them were flabbergasted with what they read. For instance, many PM-01s are not recognized for what they do in this revised GWD.  This led, yet again, to a series of grievances filed by the Payment Services Officers (PSO), Integrity Services Officers (ISO) and Citizen Services Officers (CSO).

This article covers two aspects on the process CEIU wants to put in place:

Re-establishing working groups and seeking comments from the affected PM-01 community.

Working Groups

Some of the members of the working groups established in 2010 are no longer available. We are looking for members who are willing to volunteer in the review of the GWD and the preparation of comments and arguments for grievance hearings. As we did on the first round of SMSM grievances, we asked the employer if working group members could each have 15 hours of time to work on this. Working group members should expect that they will also need to spend some time outside normal working hours. The employer has not yet confirmed if it’s willing to do the same as in 2010.

If you are an incumbent in one of these PM-01 positions and want to be part of your working group, please send an email to Clearly indicate your intention to volunteer, why CEIU should pick you for this, the title of your substantive position and your coordinates including a personal email address. Deadline for this: January 31st, 2014. CEIU will contact you after the selection of the working group members.
Seeking Comments

You might not be willing to be part of a working group, but your input will help CEIU to build the case for the hearings. We suggest that you compile comments on these GWD by group as much as possible in order to be efficient. Please read the SMSM Grievance Guidelines. It will help you to better structure your comments. CEIU will forward the comments to the relevant working group. When sending the comments, clearly indicate the title of the PM-01 position you occupy. Where applicable indicate if you work at a front counter or in a call centre.
