Passport Canada Members

As announced by the Government on May 8, 2013, “Effective July 2, 2013, primary responsibility for Passport Canada will move from the Department of Foreign Affairs and International Trade (DFAIT)  to Citizenship and Immigration Canada (CIC).” This means some Passport Canada employees will become CIC employees while other employees will become HRSDC employees.

Currently, Union of National Employees (UNE) represents Passport Canada PSAC members. Despite the fact that these members will technically change employers as of July 2, 2013, the component representing them will not change on the same date.  The responsibility for the assignment of members to Components rests with PSAC National President Robyn Benson. Talks between her, Doug Marshall, UNE President and Don Rogers CEIU National President have begun. The next scheduled meeting is expected to occur the week of September 2nd, 2013.

As of July 2, 2013, Passport Canada members will still be under UNE responsibility and this includes representation, grievances and complaints. It is status quo at the membership level until further notice. Passport Canada members will still need to contact their current UNE Local. CEIU and UNE will both sit at union-management meetings at HRSDC and CIC until such time as memberships transfer.
