Victory for PSAC/CEIU members working at IRCC in Vegreville, Alberta

On August 29th, 2018, the Federal Public Sector Labour Relations and Employment Board (PSLREB) ruled in favour of the PSAC/CEIU members working at the Vegreville, Alberta Case Processing Centre for Immigration, Refugee and Citizenship Canada.

A policy grievance was filed by the PSAC back in June 2017 on behalf of those CEIU members, since the Employer was relocating to Edmonton without following the process set out in the collective agreement.

Numerous Workforce Adjustment Appendix (WFA) Committee meetings were held since the filing of the policy grievance between the Employer and then came the decision on August 29th, 2018.

The PSLREB ruled that the wording in Article 6.2 of the Workforce Adjustment Appendix in the collective agreement was clear and that the Employer had an obligation to establish a voluntary departure program that would entitle impacted employees to such things as: a cash payment based on the member’s years of service in the public service, or an Education Allowance of not more than fifteen thousand dollars.

With the PSLREB’s ruling, negotiations between PSAC and the Employer will start shortly in order to try and negotiate a remedy within the next 60 days. If unsuccessful, the PSLREB will rule on the issue of remedy.
