When Service Canada began to hire staff to meet the exploding workload caused by the economic downturn, it chose to hire term staff under the “sunset” provisions of the Term Employment Policy. CEIU discussed this move with Service Canada, noting that the use of sunset provisions was entirely inappropriate in the current circumstances. Service Canada has persisted with this practice and the union has now formally called on the department to halt the use of sunset provisions which prevent the accumulation of the service necessary to become an indeterminate employee.
