The new jobs that flowed from the introduction of the Service Management Structural Model (SMSM) at HRSDC led many CEIU members to file grievances. Concerns included both the classification of the new positions and the validity of the work descriptions that attached to them. The terms of reference reached between the employer and the union are aimed at moving the huge volume of grievances forward in an orderly and effective manner.
