Union to fight exclusion of PM-3 positions at IRB

CEIU and the PSAC will fight efforts by the Immigration and Refugee Board to exclude PM-3 Deputy Registrars from the union. According to Stephen Purcell, CEIU National Vice-President for the IRB, “These are union jobs, and we reject the employer’s effort to paint them as management positions. Our PM-3 members deserve to keep the benefits and protections they enjoy under the collective agreement.”

The IRB has proposed to exclude approximately 11 positions across the country. The employer is seeking to make Deputy Registrars the first level decision makers in grievance cases, a move that makes no sense according to Purcell: “The Registrar is the decision maker at the local level, an arrangement that has proven itself. Downloading this responsibility to Deputy Registrars just has no logic to it.”

CEIU has consulted with the PSAC on the matter and the Alliance will contest the decision before the Public Service Labour Relations Board if the IRB does not change its course on the issue.
