Bill C-11 proposes that first-level decision makers for the in-land refugee determination process be public servants, rather than Governor-in-Council (GIC) appointees. CEIU has provided a submission to the Standing Committee on Citizenship and Immigration that addresses the issue of preferential treatment of current GIC’s for public service positions at the Immigration and Refugee Board (IRB).
