CEIU bargaining proposals submitted to PSAC
CEIU locals provided excellent input on bargaining proposals for the upcoming round of negotiations. Our collective agreements expire in 2007 and preparations for bargaining are well underway. Here is a summary of the CEIU proposals which have now been forwarded to the PSAC.
Breakthrough
- Articles 12, 13 and 14, Leave for union business
- Article 30, Paid holidays, add Jan 2, May 1, 3rd Monday February, one religious
- Article 30.02, Statutory holidays, add June 21 – National Aboriginal Day
- Article 31.02, Leave with pay to attend to spiritual and cultural requirements
- Article 35, Sick leave with pay, cashable leave upon retirement (x2)
- Article 35, Sick leave with pay, transition to retirement program
- Article 43, Family related leave, accumulative for a period of up to 2 years
- Article 43.01, Child care and parental care, increase coverage during overtime or out of town
- Education, Research and Training Fund for Employees
Keeping Pace
- Article 2.01, Part time employees, option to take time off in lieu of regular pay for overtime hours
- Article 27, Shift premiums, extend shift premiums to cover the day shifts
- Article 34, Vacation leave, require employer response to vacation leave requests within a two week period
- Article 34, Vacation leave, fixed dates each year for the submission and approval of all vacation leave requests
- Article 34.02, Vacation leave, reduce the difference between the 18th ad 27th anniversaries
- Article 34.16 and 34.17, Transferability of leave credits between departments and agencies
- Article 43, Family related leave, increase the number of days and expand the definition
- Article 46.03, Bereavement leave, increase from 1 to 5 days for in-laws
- Article 48.01, Paid personnel selection leave
- Injury on duty leave
Operational
- Article 25, Hours of work, require the employer to justify the need to change day workers into shift workers before changes are made
- Article 25, Hours of work, require the employer to reach agreement with the local union before day workers must change their hours of work
- Article 25.05, include breaks and lunches for 12 hour shift workers
- Article 25.06, Hours of work, reduce work week to 35 hours and the work day to 7 hours
- Articles 25, 62, Hours of work -part-time employees, require the employer to offer full-time hours to part-time staff no later than their first anniversary
- Article 46, Bereavement leave, add a day for postponement of burial
Wages
- DA Reform, DA reform/reclassification should be looked at in the next round of bargaining
- Wages, incremental (number of increments) equality
- Wages, Incremental increases for all groups and levels
- Wages, wage increase of 7,6,6,5 respectively in a four year contract
- Wages, institute a COLA clause
- Article 64, Wages, immediate increase of 5.5% plus 3.8% for inflation in the first year, subsequent increases based on projected inflation plus 1% to make up for superannuation deduction.
