2017 CEIU National Convention

Convention Call

Notice is hereby given, that the 14th National Convention of the CEIU will be held at the Hilton Lac Leamy in Gatineau, Quebec, from February 6 to 9, 2017. 

The nomination forms for Elected Officers (National President, National Executive Vice-President, National Vice-Presidents and Alternates) as well as the Call for Resolutions will be sent at a later date and will not form part of the Convention Call as it did in the past.

While in trusteeship, the CEIU By-Laws were suspended, however, they have been used to guide the process leading to Convention.

Call for Nominations, Delegates to the CEIU Convention

CEIU is hereby calling for nominations for delegates to attend Convention.  Please note the procedure outlined below.

Nominations

Locals in good standing are entitled to nominate members to attend the National Convention as accredited delegates.  Locals Presidents and the Local Executive are to ensure that all members are made aware of their rights with regard to nominations and to ensure that the selection of nominees is made in a fair, transparent and democratic manner.

Local Presidents are responsible for ensuring that the names, addresses, and resumes of candidates are forwarded to the CEIU National Office in Ottawa so as to arrive by the deadline date of September 14, 2016.

Elections

Every region is divided into electoral districts – a Local, or group of Locals.  Each electoral district is allocated a portion of the delegate seats assigned to the region.   The March 2016 membership figures are those being used to tabulate delegate entitlement.

After the deadline date of September 14th, 2016, the National Office will prepare election packages which will be mailed out to the home addresses that we have on file, of all those members whose locals are part of the electoral district where an election is necessary.  Members will have until October 14th, 2016 to return their ballot to the National Office.  All ballots will be counted the weekend of October 15th-16th, 2016.

Those nominees in each electoral district receiving the highest number of votes in descending order, until the district quota is filled, will become the accredited delegates to the Convention.  Alternates will be selected from the remaining nominees in order.  Locals should submit their nominations for Alternate Delegates at the same time that they submit their Delegate nominations.

Deputy Trustees will be delegates to Convention.

Human Rights Delegates

In addition to the above delegates, each of the CEIU’s four Human Rights groups — First Nations/Métis/Inuit, Members with Disabilities, Gays, Lesbians, Bisexuals and Transgendered Persons, and Racially Visible — will have 2 delegates representing them. The present members (8) of the Human Rights Race Relations (HR/RR) Committee are automatic delegates.

Overseeing the elections will be Jacques Lambert, the Chair of the National Elections Committee.

Other Members at Convention

Aside from accredited delegates, any member in good standing of the CEIU may attend Convention as an observer based on space availability.  Only accredited delegates will have the right to debate issues and to vote.  The callout for observers will be sent out at a later date.

Administration and Logistics

Once the Convention delegates have been established, each delegate will be sent a package which will include all the administrative and logistical information.  The Convention is fully funded for all accredited delegates in accordance with past practice.

Counting of the ballots at the National Office

Deadline date for results of delegates’ elections and beginning of the appeal period

Deadline date for the Election Results and the List of Delegates to be sent to Locals

The CEIU Deputy Trustees met in person in Ottawa on July 13-14, 2016.

The CEIU Trustee, Chris Aylward, reminded the Deputy Trustees that the CEIU financial system continues to be reviewed and improved, which includes the centralization of the finances in order to allow for greater accountability and transparency. He further confirmed that there only remain two outstanding complaints still under investigation filed in 2015 and early 2016.
